The product is fine. This review is to help any other users with the install instructions. First, forget rolling the bike back and forth. Jack it up and save yourself lots of grunt. Second, to get the P hooks on the outside on both right and left tires, you have to reverse the direction you lay the chain on the tire. Third, look carefully to see if the barbed side of chain is laying away from your tire on every cross tie. It's very easy to get the last cross tie on the chain flipped over. If it is, simply grab one of the loose ends and rotate it under the cross chain. It should lay properly then.

This may seem simple, but I spent a long time figuring this out using the somewhat lacking install instructions.
